It was their first victory at Prospera Place since November 2016.
Vladislav Mikhalchuk snapped a 2-2 tie with just 3:33 left.
That goal came just a minute after Leif Mattson had tied the game for the 0-3 Rockets.
Mikhalchuk and Ryan Schoettler both finished with a goal and an assist.
Schoettler opened the scoring on a five-on-three advantage, the Cougars first power-play goal of the season in 15 opportunities.
Mike MacLean with his second WHL goal (first as a Cougar), and Ilijah Colina, into an empty net, also scored for Prince George.
The Cougars won the special teams battle going 1/4 on the power-play and 7/7 on the penalty kill.
Taylor Gauthier made 27 saves as the Rockets outshot the Cats 29-24.
The same teams meet again Friday (in the Cougars home opener) and Saturday at the CN Centre.
